Should I file a Lawsuite against this negligent and greedy orthodontist? please help!

I had braces in India, a country not too much into braces so I didn't have that many orthodontists to choose from and had to stick with this one who is quite greedy and mean ...I had my braces to close huge gaps in upper and lower front incisors, I wore braces for 2 years and 1 and a half months, spent over 30k INR and after all this hard work and investment I had to see such negligence by this ortho when I have finally made full payment to him, I got my braces off on 1st august and he asked me to get Hawley retainers after 5 days but only gave me upper one and then lower after 1 more week, I had a lot of relapse due to it,

when he gave me the retainers he was too negligent and rude totally different from other times hardly looking into what he was doing, he already told me that there will be a sure shot relapse of around 5 to 10 percent due to tissues being too prominent and while he was giving me the retainers I noticed that he had gotten them made by an unqualified lab assistant who serves as the receptionist at his office and as the assistant both to save money again,(I doubt he is only hardly high school in Indian standard which equals to a 5th grader in USA)...the arc wires of both the retainers that were already badly made weren't touching the surface of my teeth and the retainers were too loose that I had to suggest him twice to rub off the back support as it seemed to push my teeth outwards and hence pop off my mouth while talking and sleeping, but he said its okay, arc wires don't touch teeth surface.

Today I again had to make a visit to him as my lower retainer was too loose and these retainers have damaged my bite alignment causing misalignment, guess what? He didn't even let me in and his assistant cum receptionist asked me to go to the attached office where his wife examines and asked the other patient to come in who would surely pay him, even when I knew that this ortho's wife is only a plain dentist and not an ortho, I went to her. She tightened the wires too much that my upper hawley is pushing against my teeth too hard that I am unable to stay calm and and having headache...she tightened the lower one as well but only on the molars which is still too tight that I can't take it out even with my both hands once its fit....

I know that if I make another visit to him he is probably gonna freak out and get me thrown out of his office because the deal is not to charge me after full payment for further retainer visits...he is only interested in customers who would pay him on the spot and also cute girls that I have noticed him taking more time and smiling too much at them while examining....

I just wanna know that Should the arc wire of the retainers touch the surface of front teeth or is it okay if it doesn't touch????
