When I bite down my lower teeth covers the upper teeth. However when my mouth is in the resting position, it is normal. I can actually feel my jaw moving forward as i bite down. Is this underbite due to my teeth being poorly positioned and my lower jaw moving forward to be able to bite or it is a skeletal problem?

After 5 years, 11 months and two days of stainless steel brackets ... my teeth now have upper and lower bonded, gold wire, retainers and removable clear retainers!

So there is no clear characteristics between dental and skeletal underbites?
Most likely you would need surgery, however you do need xrays to see if you have a true class 3 underbite.
My teeth are similar when I am not biting they feel OK, but when I bite down my teeth are edge to edge and this is a class 3 underbite in which I need surgery if I want to correct properly.
Id see several orthodontist to educate yourself on this subject.
However, I cannot see any protruding chin when looking in the mirror sideways or when smiling. Is that normal?
It may or may not require surgery. How old are you? Do you breathe with your mouth open? Do you snore? Without more information it is difficult to answer your question. If you would like to give more detail or even post pictures of yourself I would be happy to offer you some thoughts.
