Do You Think Braces Alone Can Fix This Bite?

I'm new to this site so sorry if it seems like this question is in the wrong place.
I have an underbite and a crossbite and I was wondering if it looks to any of you that I could get my bite fixed with only braces and without surgery (as it seems most people with an underbite have gotten it fixed with surgery, at least out of those who post online) I was told when I was younger I would need surgery and the ortho was very rude and pretty much looked at my teeth once for five seconds and told that nothing could be done, at the time I couldn't get a second opinion. I'm 20 now and I've been to a new ortho and she says that I can fix it either with braces alone or with surgery, I'm just scared that half way through the braces treatment she's going to tell me that I do in fact need the surgery because I can not afford it and I don't want to get stuck with a worse bite. I understand that only an ortho/surgeon can tell me for sure but I still wanted to get some opinions
here are some pictures of my bite

Unfortunately it isn't possible to tell whether you'd need surgery from your pics alone. A lateral ceph x-ray and profile pictures would be very helpful. Whether you need surgery depends on the stability and level of perfection you wish to achieve. The lower teeth already appear to be leaning inwards, compensating for the underbite. Moving the lower teeth lingually is one of the ways to camouflage an underbite, but they can only be tilted so much.

You might as well try to fix it without the surgery than to go through with surgery right away. They told me initially that they would not be able to fix my midline without extractions, but over a year later and my midline is almost perfect WITHOUT extractions. I say at least try to see if your ortho can achieve results without surgery then if he/she can't, then go through with it
